The general relation between High Command and the SSC itself is both classified and unknown, but it is known they have a negative opinion of Omicron-7. This is not from their Terragov relations, but instead due to the SSC occasionally sending them to deal with some out-of-line [[Outpost 5]] crew and enforce the rules outlined in their deal without High Command's input.
